Does the Punishment Fit the Crime?

Today we heard the news that 28 year old Haisong Jiang was arrested for the uproar he cause at Newark Airport. He is now facing trespass charges and a fine. Fair enough, I hope it is a hefty one. He caused hours of delay for thousands of travelers.
What I want to know is this: When will the official who left his post be FIRED? Yes, FIRED. The safety of thousands of people lies in this man doing his job competently. As far as I have found, he has been put on administrative leave. Does his punishment fit his crime? ***
